Description
In the summer of 2022, the Government of the Russian Federation launched a pilot project for tracking the movement of agrochemicals and pesticides, under which all suppliers and consumers of these products are required to register in the Saturn system and submit information on the movement of agrochemicals and pesticides at their enterprise. Since September 2022, this project has moved into the implementation stage.
Until January 2023, consumers of agrochemicals and pesticides who use these materials in their activities receive registered letters from Rosselkhoznadzor notifying them of the inadmissibility of violations of mandatory legal requirements.
From January 2023, the project will start operating in full and provides for the imposition of fines on legal entities and individual entrepreneurs in the event of violation of the mandatory requirements of Russian legislation on the safe handling of pesticides and agrochemicals, Federal Law No. 3185-248-FZ of 28.10.2022.
We, for our part, as suppliers of agrochemicals, must indicate in the Saturn system to whom, when, what and how much agrochemicals were shipped. All our buyers and recipients who have received agrochemicals from us must confirm in the Saturn system that they have received this goods. Failure to confirm receipt may result in fines.
Company registration
In total, the entire registration process took us 1.5 weeks at a slow pace in online mode.
To register, you need to go to the website https://fgis-saturn.ru/ and complete registration. A qualified electronic signature is required for remote (online) registration.
Online registration may not be available for your region. These instructions were prepared for the location of our own registration — for the central region, the Moscow region and Tula region.
Registration instructions are indicated in the bottom right part of the site.
You will need to review:

After registration, a confirmation will be sent to the e-mail you provided. Updating the data takes about 1-2 days.
Registration of the storage location
After the data has been updated (once you were able to log in to the Saturn system), proceed to registering the warehouse or production site:
Instructions for registering production facilities in the register (in the bottom right corner of the Saturn website) — this is the instruction for registering a warehouse/storage location or any other production facility where agrochemicals are delivered. It does not matter whether you own or lease this location.
Registration of a warehouse or production site is carried out in the Cerberus system, https://cerberus.vetrf.ru. This system is also linked to the Saturn system, using the same login and password as in the Saturn system.
We had a program failure when registering the warehouse, but on a second attempt everything worked.
After registering the warehouse or production site, when logging into the Saturn system they should appear in the “PAT Storage Locations” section — the “own” tab.
If your warehouse appears in the “own” section, then you have completed the required registration and are ready to confirm receipt of agrochemicals.
If any problems arise, contact the technical support of the relevant system.
Getting started
Once you have completed the necessary registration, in the “Invoices” – “Incoming” section you will see data uploaded by your supplier on the transfer of goods to your address. You need to accept them and then send them to production or to your counterparties. Check with Saturn’s technical support on how to send to production.

Over time, other agrochemicals and fertilizers, which we do not yet have information about, may be included in the reporting. We will be sure to update the data.
Individuals
The sale (release) of agrochemicals to individuals is permitted without mandatory registration of the buyer (this individual) in the Saturn system. The seller independently indicates the individual’s details and shipment information, and no confirmation is required from the individual.
